. During the 1970s, he was an administrator at the
University of Alabama at Birmingham
and through the 1980s he served as president of the
Alabama Institute for the Deaf and Blind
. In 1997, Hawkins helped found the
Higher Education Partnership
to combat cuts to the state's higher education budget. In 2019, he became the longest-serving college leader in the nation.
