Phenix City 1 of 2

During the 1940's a gambling syndicate took over major civil and social institutions of Phenix City, preying upon soldiers from nearby Fort Benning in Georgia. In the early 1950s, concerned citizen Hugh Bentley teamed with attorney and former state legislator Albert Patterson to fight corruption in the county by forming the Russell Betterment Association.
